the former Yugoslavia (excepting Macedonia) ...
I would like to find some websites for Albania, Bulgaria,
Hungary, Macedonia, Romania & even Istanbul
where I could find a BUDGET (private) bed,room or studio
to rent month-by-month ...

In exchange I could provide some such websites
for various parts of (Western) Europe ...

One place to start would be geckogo.com. It is a wiki-type travel guide, that is, its content is entirely user-generated. You can search for the countries you have in mind, and it will take you to what other users have written about those countries.
